This research aimed in considering disciplinary forces, role-with policing action-in keeping Citizen Rights, it means to knowto what extent the police can be able to play a role in fulfilling Citizen Rights This study is conceptual and revisional kind (librarial and documentary method) and derived from scientific books are resources via taking a note, studying the meaning, the analysises and theorizing about the concepts of Citizen community oriented police and the relations among than. The issue of Iran's community oriented police and also attracting the public trust and keeping Citizen Rights, the disciplinary forces is constant to reach to a social security.

In order to serve Citizen Rights, the police as the main responsible organization to maintain domestic security have to carry out some jobs which, right or wrong, are called interference in freedom, security or other Citizen Rights. Air quality is one of the most vital elements for sustaining life on this planet. Without it, the existence of living beings would be impossible, making the preservation of air quality essential. However, the rapid growth of technology and urbanization has led to a significant increase in air pollutants. Given their harmful effects on human health and the environment, governments are compelled to adopt extraordinary measures to prevent air pollution and environmental degradation. Furthermore, a healthy and pollution-free environment is a fundamental Citizenship right, as emphasized in numerous international and domestic laws. The persistent air pollution in Tehran, coupled with inadequate control and supervision, constitutes a violation of Citizens’ Rights. This review study explores the right of Citizens to a healthy environment, with a focus on Tehran’s air pollution. It begins by examining Tehran’s air pollution from an environmental perspective. The second section discusses the legal framework in Iran, analyzing the rules, regulations, and approvals that address the right to a healthy living environment. Finally, the third section investigates civil Rights to a healthy environment within international law, highlighting its recognition in both mandatory and non-mandatory documents.

In crime detection and preliminary investigation stage, investigators should not only do their best to collect evidence, but /also/ abserve the accused Rights. The present research tries to explain the duties of Citizenship–oriened police in observing the Rights of the accused people during prelimingary investigation. Results showed that the accused Citizenship Rights are considered seriously by law makers, but the duties of plice are not specified during preliminary investigation.

The main subject of the research is to study the civil Rights in executive organizations in the city of Arak and surveying the effective factors on responsibility and accountability in these organizations. The methods of implementation are surveying method, documentary methods, and completing field study, the most important technique has been used was closed questionnaire and also we used structured interview, non public and non participatory observation and finally taking notes. Thus this study possesses multiplex study method.The population for sampling is executive organizations and the sample size contains 390 persons who work with these organizations which calculated by Sharp, Cochran formula and checked by Krejecie- Morgan table. The sampling method is disproportionate stratified random sampling.The findings of the study show that the levels of Citizen's participation and accountability in Arak's executive organizations are low. The economic and intellectual security is not so satisfying and the lack of equal respect between people is obvious. Despite the high level of responsibility of clerks imagined about themselves in some offices, with analyzing the data received from organizations and observation, we have found that this level is low or they have wrong idea about responsibility. About the factors which effect on responsibility, findings show that mental and psychological health care does not have effect on it. Also by statistical calculations and regression method, the major role of participation on accountability is witnessed. Among the factors which effect on accountability, Patriarchal has the most important role.With the model represented in the results we can tell it that civil Rights factors are connected to each other like a chain and problem in one cause restriction and problems in the other parts which needs more Citizens participation.With the results achieved it can be told that civil Rights in Arak's executive organizations don’t have appropriate level and there is no stable relation between them.Due to main goal of this research that is evaluating the situation of civil Rights and effecting factors on accountability and responsibility in Arak's executive organizations we can tell the researcher achieved her goals and the importance of this subject for Iran's sociology is that the IT developments and connections with the other countries made people more aware about their Rights and need them implemented in their countries so that inattention to this cause people's displeasure and finally will lead to distrust to their government.
